2016-04-28 - Long-time City Employee Donna Waddell Retires After 29 Years

City of Charlottetown Chief Administrative Officer and former Director of Corporate Services Donna Waddell is retiring from municipal government after nearly 30 years.

Waddell was instrumental in the implementation of the transit system – a project she stayed committed to throughout her career as a passionate advocate for the service. She managed the Smart Communities initiative from 1999-2000 and also helped develop the Charlottetown Area Municipalities Act, legislation designed for all municipalities in the Greater Charlottetown Area.

Waddell’s focus was often on the City’s finances, negotiating with other levels of government on the infrastructure file and assisting each of the City departments in issues management.  Her approachable personality meant her schedule was often full, but her office door was rarely closed.

"It’s hard to imagine City Hall without Donna Waddell in it," said Charlottetown Mayor Clifford Lee. "She is a true professional – dedicated, hardworking, trustworthy and well respected by everyone who had the pleasure of working with her. She has remained loyal to the City corporation with a passion for every project she has ever taken on. Her dedication to promoting and improving Charlottetown for all citizens has been inspiring."

Throughout her time with the City, Waddell worked with two community chairpersons, three mayors, two CAOs and countless staff. She was best known around City Hall for her honesty, sound advice and historical knowledge of the City corporation.

"Donna has always been approachable, whether you’re an elected official, employee, citizen or not. She always made time for people, even when there was a more pressing issue," Mayor Lee said. "We could always trust that Donna would remain level headed and make good decisions for the City. She will be greatly missed, but we wish her all the best on her retirement."

Waddell’s career in municipal government began with the Federation of PEI Municipalities in December 1986 where she worked as Executive Director in an office at City Hall. In June of 1989, she moved to the Community of West Royalty and worked as Administrator until 1995 when she was appointed to the position of Director of Corporate Services in the newly amalgamated City of Charlottetown.

It was because of this experience that she was appointed by Council to serve as the Chief Administrative Officer in November of 2015. A role she will serve in until she officially retires on April 30.
