Zoning Information

The Official Plan and the Zoning and Development Bylaw were adopted in 1999 after amalgamation and have been amended on a regular basis since that time. They are used to guide the planning and economic future of development within the City. These documents help provide a level of confidence in the land uses within neighbourhoods, and further, that these uses will not change without you being notified in the case of a rezoning, planned amendment, or a variance.

As a follow up to planning for a healthy city and the policies adopted through public participation, there are also regulations incorporated in the Zoning and Development Bylaw. These regulations help implement the policies of the Official Plan which may affect the use of private property or buildings for the benefit of you, your neighbours and the community as a whole.

The Planning Department staff is here to help you with your project which may include renovations, signs, demolitions, subdivisions and new buildings or additions. We will help coordinate the approvals necessary to make your project a successful and safe endeavor for you and the City. In most cases, the permit can be issued by the Planning Department, but in some situations, such as a variance or a rezoning, a review and decision of Planning Board and Council is required. The time frame for a variance is approximately one month, and a rezoning takes approximately two to three months. The Planning Board, comprised of members of City Council and resident members, serves as an advisory board to City Council on matters. Planning Board meetings are scheduled for the first Monday of each month, and project information must be submitted to the Planning Department at least one week in advance of each meeting. Some applications will also require additional time for notices to be sent out to adjacent property owners and to permit time for responses to be received. Council meetings are scheduled the second Monday of each month where final decisions are made on Planning Board’s recommendations.
